Performance is assessed based on measured reductions in energy consumption between a defined historical baseline and a monitoring period. The focus is on real, observed improvement under actual operating conditions.

Existing & Renovated Buildings

Existing and renovated buildings are assessed based on their relative reduction in energy consumption (%).

The focus is on the magnitude of energy savings achieved over time, reflecting real performance improvements under operational conditions.

New Buildings

New buildings are assessed based on their energy and carbon intensity, including:
  • Energy use intensity (kWh/m²/year)
  • Carbon intensity (kgCO₂/m²/year)

Performance is evaluated relative to national baselines or prevailing market standards. Depending on their level of improvement compared to these benchmarks, buildings are assigned a corresponding performance level.

Publication Rules

Only buildings exceeding minimum performance thresholds are eligible for publication.

Publication is optional and remains fully controlled by the submitting organization.

How do I submit a building?

Submissions are completed through the WCES platform.

Data requirements

To generate results, four categories of data must be completed:

General Information

Used to categorize and benchmark your building:

  • Location (address, city, country)
  • Building and activity type
  • Total floor area and occupancy
  • Building Certifications

Consumption Periods

Performance is calculated by comparing two periods: the historical and the monitoring period. Both periods are defined by the candidate:

  • Historical period: must last between 12 and 36 months and must start after October 2021.
  • Monitoring period: 1 year of monthly data, must start within 1 year of the end of the historical period and must end before July 2026.

Energy Meters

Once the consumption period is defined, candidates must add the different energy meters for the building.

Energy types include: Electricity, Gas, Fuel oil, District heating/cooling, Biomass, Generator.

Usage Factors

To refine performance analysis, candidates may provide contextual data known as Usage Factors:

  • Change in Usable Floor Area
  • Change in Number of Occupants
  • Change in Operating Hours
  • Activity-specific indicators (e.g. meals served, overnight stays)

Entry validation

The platform checks:
  • Data Completeness
  • Unit consistency
  • Period continuity
  • Logical coherence

All issues must be resolved by the candidate before results are generated.

Building publication

  • Only buildings exceeding minimum performance thresholds are eligible for publication
  • Non-qualifying buildings still receive full results for internal use
  • Publication remains entirely optional
  • Owners may request removal at any time
